Calling upon the President and the Congress of the United States to change our nation's spending priorities and rebuild America.

Whereas, The security and well-being of the United States of America are dependent upon the well-being of our national economy; and
Whereas, Nearly two-thirds of U.S. cities and states, both large and small, are now in the midst of a fiscal crisis; and
Whereas, There are serious unmet needs in the infrastructure of our cities and states; and
Whereas, There is an imperative need to invest in health, education and economic productivity for all Americans; and
Whereas, Improvements in relations with former communist military powers has resulted in the opportunity to use savings in defense spending for these compelling domestic programs; therefore, be it
Resolved by the Senate:
That the Senate of West Virginia calls upon the President and the Congress of the United States to make the following changes in the federal budget for the fiscal year 1993:
(1) For the Congress and the President to agree to break down the budget walls in the fiscal year 1993 budget that prohibits the use of military savings to meet domestic needs;
(2) For the President to propose and for Congress to pass reductions in military spending for fiscal year 1993 taking into consideration the decreased threat from the former Soviet Union; and
(3) For the President and the Congress to agree to use the additional military savings to promote long-term economic growth by investing in education, infrastructure, environmental improvement and assisting industries and communities in the orderly conversion from military to civilian production; and, be it
Further Resolved, That the Clerk is hereby directed to forward a copy of this resolution to the President of the United States and to the members of West Virginia's delegation in Congress.
